Des Moines North (5-4) got a first-half goal from Hanna Gaya and Vick Lumanya delivered the assist.
The Polar Bears registered seven shots and Brisa Medina made 10 saves.
Newton (8-7) missed its first three attempts in the shootout session before Seitz converted her blast. Freese made saves on two of North’s final three attempts, but an attempt to force a sixth try by the Cardinals missed off the crossbar.
The Cardinals have lost three in a row and five of their last six, while the win by North was its third straight.
