Road leading to Hilltop Estates to receive full-depth reclamation

Engineer says road lacks strong base for construction traffic at new subdivision

Jasper County authorized the final plans for a full-depth reclamation along North 51st Avenue West from West 148th Street North east a half-mile to existing pavement.

Supervisors approved the final plans for an HMA pavement full-depth reclamation project on the road leading to the Hilltop Estates subdivision. County Engineer Michael Frietsch said the project covers North 51st Avenue West from West 148th Street North east a half-mile to existing pavement.

The developer of Hilltop Estates constructed new pavement leading to the subdivision, so the county is essentially improving the deteriorating road to the west of the property. Frietsch said the portion of North 51st Avenue West is poor quality asphalt and has no hopes to sustain construction traffic coming in.

“So we are proposing to basically go in here and treat the existing material with cement and widen out the base like we’re doing on the Lake Road, and then put in four inches of new asphalt down on it,” Frietsch said. “…It’s actually seven inches of asphalt material (on the existing road) but most of it is like a sand mix.”

From what secondary roads crews have seen, that portion of North 51st Avenue West lacks a strong base beneath the surface. Frietsch said a number of driveways will be addressed along with some crossroad culvert pipes that need fixed. Frietsch said the project will be let locally in July.

“I don’t know if it will get completed yet this year or be early next year,” he said.

According to the plans included in the supervisors agenda, a number of road closed signs and barricades will be placed around the neighborhood to divert traffic away from the construction.
