Newton Police Department

• Terran A. Kern, 33, of Newton, was charged with violation of a no-contact/protective order at 1:27 p.m. July 31 in the 1400 block of First Avenue East. According to the Newton Police Department, officers were notified by the victim a no-contact order had been violated by Kern. The victim came to the police station to file a report. An investigation of the incident found video evidence of Kern entering the Hy-Vee Gas station, standing next to the victim and speaking with a child who was with the victim. Kern made no attempt to avoid the victim while inside the store. Kern was arrested Aug. 1 and taken to the Jasper County Jail.

• Carl F. Bragg, 44, of Newton, was charged with possession of a controlled substance — second offense and false report to a public entity at 4:45 a.m. Aug. 1 in the 3000 block of US Highway 14. According to the Newton Police Department, Bragg was found in possession of a baggy containing a white crystallin substance. The baggy was located in the front right pants pocket, it weighed .7 grams and field tested positive for methamphetamine. Bragg had previous received a deferred judgement for possession in 2017 from Mahaska County and possession of controlled substance conviction in 2018 in Wayne County. During the interaction with the NPD, Bragg identified himself at Marvin Bragg in order to deceive the officer of his true identity and evade arrest. Bragg was arrested and taken to the Jasper County Jail.

• William H. Whitley, 49, of Newton, was charged with driving while barred at 8:09 p.m. Aug. 1 in the 400 block of East Seventh Street North. According to the Newton Police Department, officers were conducting a routine patrol in the 600 block of North Fourth Avenue East when officers observed and vehicle traveling northbound in the 300 block of East Seventh Street North with dark windows on the front driver’s side door. The NPD initiated a traffic stop in the 400 block of East Seventh Street North and made contact with the driver, identified as Whitley. They advised him of the reason for the stop. When asked for his driver’s license, Whitley told officers he didn’t have a valid license. He acknowledged the window tint and removed the tint from the front passenger and front driver’s side door windows. Officers returned to the patrol car and ran Whitley’s information through the system and found his barred status for habitual offender effective through December 2020. Whitley was arrested and taken to the Jasper County Jail.

• Seth J. Briley, 18, of Newton, was charged with driving while barred and Haley R. Walton, 20, of Newton, was charged with possession of alcohol by a person 18/19/20 at 10:58 p.m. Aug. 1 in the 300 block of South Third Avenue East. According to the Newton Police Department, officers were conducting a routine patrol in the 300 block of South Third Avenue East when they observed a vehicle traveling westbound with a non-functioning third brake light. The NPD initiated a traffic stop in the 200 block of South Third Avenue East. They observed the driver, identified as Briley, move from the driver’s seat to the rear passenger seat and the passenger sitting in the rear passenger seat move to the driver’s seat. Officer approached the vehicle and made contact with the occupants. Officers recognized Briley from a previous incident and knew his driving status was barred. Officers asked Briley to exit the vehicle and had dispatch run his information through the system, confirming his barred status until July 2021. He was placed under arrest and taken to the Jasper County Jail. The other occupant of the vehicle was identified at Walton. She was cited and released to appear in court for possession of alcohol by a minor.

• Steven I. Jordan, 37, of Newton, was charged with operating while under the influence — second offense at 1:48 a.m. in the 800 block of East Fifth Street South. According to the Newton Police Department, officers were on active patrol in the 300 block of South Eighth Avenue East when they observed a vehicle with a non-function driver’s side brake light. The NPD initiated a traffic stop and made contact with the driver, identified as Jordan. Officers noticed an odor of an alcoholic beverage coming from the vehicle. Jordan admitted to drinking earlier in night. He submitted to field sobriety maneuvers where he failed all three tests. Jordan completed a preliminary breath test which indicated a blood alcohol cantata above .08. He later submitted to a data master which indicate his BAC was .085. Jordan was arrested and taken to the Jasper County Jail.

• David P. Doran, 60, Newton, arrested at 7:18 p.m. Aug. 1 in the 1300 block of North Fourth Avenue East on a Jasper County warrant for failure to appear for a probation revocation hearing, original charge domestic abuse assault. He was taken to the the Jasper County Jail.

• Tori L. Craver, 20, Ottumwa, arrested at 11:48 p.m. Aug. 2 in the 600 block of North Third Avenue East on an Iowa DPS warrant for violation of a no contact order. She was taken to the Jasper County Jail.

• Darryl G. Watson, 46, of Marshalltown, is charged with first-degree harassment. According to the Newton Police Department, between July 8 and July 10, Watson left five voicemails on the victims phone. The messages said she was going to have bad luck and to be cautious because people we looking for her and going to come to residence. The message also said he was going to shoot her and he hoped she died. The victim was in fear of her life and believe Watson to be a violent person and would fulfill his threats. Watson arrested on July 31in Marshall County on the NPD’s warrant. He was turned over to a Newton officer in Laurel and transported to the Jasper County Jail.

• Nicholas E. Sullivan, 40, of Newton, was charged with two counts of possession of drug paraphernalia at 2:06 a.m. July 26. According to the Newton Police Department, officers we on active patrol in the 300 block of East 12th Street North. They observed a vehicle driven by Sullivan and ran the license plate through the system. It revealed he didn’t have a valid driver’s license. Officers attempted to stop the vehicle and made contact with Sullivan. He opened the glove compartment to retrieve his registration and the officers observed what appeared to be a pipe. Sullivan admitted to the pipe being used for marijuana and methamphetamine. He also told officer he had a packet under his driver seat. Sullivan was arrested and taken to the Jasper County Jail. He also received a citation for no valid driver’s license.

• Cheryl A. Rebik, 47, of Newton, was charged with driving while license denied or revoked at 11:13 p.m. July 30 in the 100 block of East Eighth Street South. According to the Newton Police Department, officers observed Rebik in operation of a vehicle without registration plates. During the traffic stop, officers checked her driving status and found her license was revoked until July 2021. Rebik was cited and released to appear in court.
