Newton Police Department
• Kevin N. Bettin, 33, of Altoona, was charged with possession of drug paraphernalia at 7:51 a.m. March 18 in the 1000 block of First Avenue East. According to the Newton Police Department, officers responded to a call of a suspicious male. Officers arrived and located Bettin inside his vehicle. They spoke with Bettin and observed a needle laying in the middle console. The syringe was in plain view and easy for officers to see. Bettin admitted to injecting morphine the previous morning. Bettin was cited and released.
