Man arrested in Colfax for kidnapping, sex abuse faces new charges

An Ankeny man arrested in January for alleged kidnapping and second-degree sexual abuse of a young girl in Colfax is facing new charges in Grundy County.

According to court documents, additional charges were filed against 57-year-old Jeff Lee Altmayer Wednesday, including three counts of enticing a minor under the age of 13/sexual abuse or exploitation and enticing a minor under the age of 16 for sexual purpose.

These add to a growing list of allegations against Altmayer which include first-degree kidnapping and second-degree sexual abuse, both class A felonies, and two counts of enticing a child, a class C felony in Jasper County, stemming from an August 2016 incident in Colfax.

Altmayer was arrested by Iowa State Patrol Jan. 4, on a warrant from Iowa Division of Criminal Investigation’s Major Crimes Unit. He’s been detained at the Jasper County Jail on a $385,000 cash-only bond ever since. The charges from Grundy County have added a $40,000 cash or surety bond.

In Jasper County, Altmayer is accused of luring a female under the age of 13 into his car on Aug. 17, 2016 in Colfax.

According to court documents, the victim was walking with another unidentified minor on North Broadway Street toward Kelly Street “during evening hours.” Altmayer introduced himself as “Jimmy” and offered the children $100 if one of them would help him with yard work at his house in Des Moines.

One of the children entered the car and sat in the front passenger seat, and Altmayer started driving. That’s when he allegedly fondled the victim and allegedly forced the victim to touch him sexually.

The report states the victim repeatedly asked to be let out of the vehicle before Altmayer pulled over in front of the Colfax Public Library, and the victim was able to get out.

Altmayer first made headlines in November 2016 when he allegedly offered $100 to lure 6-year-old girl into his vehicle, falsely claiming to be a police officer in Onawa.

In that case, the Ankeny man is charged with intent to commit sexual abuse or sexual exploitation, impersonating a public official and unlawful possession of a prescription drug, according to online court records.

Altmayer was on pre-trial release from the Monona County Jail on a $50,000 bond at the time of the Colfax incident.

Altmayer entered a plea of not guilty in the Jasper County case Feb. 23, and pleaded not guilty Friday for the incident in Grundy County. His next court hearing in Jasper County is scheduled for May 1 with a jury trial scheduled to begin May 17.

A special prosecutor from the U.S. District Attorney’s Office has been brought in to represent the State of Iowa in Altmayer’s case.
