Department

• Brian L. Williams, 24, of Newton was arrested at 10:37 p.m. on Sunday on a warrant for failure to register as a sex offender. Newton police received the warrant from the Jasper County probation office and went to 324 East Fourth St. N. where Williams was residing to make the arrest. Williams was taken to the Jasper County Jail.

• Ryan D. Trostel, 22, of Newton was cited at 1 a.m. on Tuesday for driving while license suspended and driving without insurance. Officer spotted Trostel’s vehicle at the 1200 bock of First Avenue East and ran his license plates. Authorities pulled Trostel over at the 1300 block after his license was shown to be suspended due to unpaid Iowa fines. Trostel was cited and released.

• Cynthia S. Cooper, 55, of Kellogg and Elizabeth A. Snyder, 32, of Davenport were involved in a motor vehicle accident at the 1000 block of First Avenue East at 12:23 p.m. on March 4. With both vehicles traveling west bound, Cooper was cited for following too close after her vehicle rear-ended the the vehicle of Snyder. Estimated damage to Cooper and Snyder’s automobiles was $1,500 each. No injuries were reported in the accident.

• Sarah H. Black, 42, of Newton was cited for failure to stop at a stop sign when she was involved in a motor vehicle accident with Marilyn A. Main, 69, from Kellogg on Sunday at 11:27 a.m. Black was cited at the intersection of East Third Street South and South Fifth Avenue East when the front of Black’s vehicle collided with the front driver’s side of Main’s while driving south bound. Estimated damage to Black’s and Main’s vehicles totaled $1,500 each. No injuries were reported in the accident.

• Kristina M. Owens, 19, of Newton was cited for no insurance and failure to have a valid driver’s license at 9:05 p.m. on Monday after hitting a parked car in the Northern Lights parking lot. Newton police were called to the location in response to a hit and run. The owner of the damaged vehicle was Bertha M. Chamra. It was reported to police that Owens allegedly hit Chamra’s vehicle, so police tracked her to a residence at 1026 E. 12th St. N. where she told officers she had been all evening. After further interviewing witnesses, police returned to the residence where Owens admitted to the hit and run. Estimated damage to Chamra’s vehicle was $500. The vehicle driven by Owen’s was owned by Brain A. Callison.

Jasper County Sheriff’s Office

• Richard Stephen Spilly, 52, from Newton was arrested and charged with OWI, speeding and operating a vehicle with an open container at 5:53 p.m. on Friday. Deputies stopped Spilly at the 5000 block of Highway T12 North for speeding. During questioning, Spilly told authorities he had drank three beers within the previous 45 minutes. A field breathalyzer indicated that his blood alcohol content was over the legal limit. After searching Spilly’s vehicle, several open beer cans were found in a plastic sack on the floor. Spilly was taken into custody, and after consulting his attorney, submitted to a datamaster which indicated a BAC of .068. He was kept at the Jasper County Jail.

• Brett M. Gosch, 20, of Des Moines turned himself over to Jasper County authorities at 4:45 p.m. Monday, due to an arrest warrant issued for fourth-degree theft. He was processed at the Jasper County Sheriff’s Office and then released.

• James L. Koon, 18, of Newton; Ryan M. Tool, 16, of Newton; Zachary S. Nolin, 16, of Newton; and a 14-year-old juvenile from Newton were arrested and charged with possession of a controlled substance and possession of drug paraphernalia on Monday at 5:27 p.m. Deputies responded to a report of a suspicious vehicle at 2901 S. 12th Ave. W. where they found the subjects sitting inside. According to authorities, upon approach of the vehicle there was an odor of marijuana smoke, and after a search there was a glass smoking pipe with a black residue present, which field tested positive to be marijuana. The subjects were taken to Jasper County Jail and the juveniles were charged and released to be handled by juvenile authorities.
