• Penny S. Cowman, 50, of Monroe, was charged with fifth-degree theft at 3:55 p.m. Oct. 7 at Walmart. According to the Newton Police Department, officers responded to a call at Walmart for shoplifting. Newton police arrived and met with the Walmart Loss Prevention who allegedly witnessed Cowman scanning items in the self checkout but excluding some items. Asset protection located the miscellaneous clothing on Cowman and the total amount of the items not scanned was $52.68. Cowman was cited and released.

• Alicia M. Woody, 34, of Newton, was charged with public intoxication at 5:39 p.m. Oct. 8 in the 600 block of East 20th Street South. According to the Newton Police Department, officers responded to a call about a fight between a male and a female. Newton police said several witnesses reported the fight. Officers located the male and female and identified the female as Woody. Officers had dealt with her earlier in the day and believed she was chemically impaired. Newton police spoke with Woody who allegedly couldn’t pay attention to officers and instead she focused her attention on the male walking up the road. Newton police said Woody was moving continuously and appeared to have the inability to stay still or stay focused to answer questions. Woody openly told Newton police she was a methamphetamine user then denied using. Woody made this same statement for acid and then said she was drunk but denied drinking alcohol. Newton police asked Woody if she had any psychological issues or if she took medications and she denied both. Woody denied sobriety tests and preliminary breath tests. Woody then began walking up a driveway toward a house where a female looked out the window. Officers could tell Woody didn’t belong there and placed her under arrest. While being arrested, she drew her arms up to her chest but only mildly resisted. Officers led Woody to the squad car where she refused for several minutes to get in the car. Newton police reported while in transit to the Jasper County Jail, Woody was constantly moving and talking giving the appearance she was under the influence of a stimulant drug. Woody denied a chemical test at the jail.
