IOWA CITY— The City Council in Iowa City is discussing a proposal that would limit rental properties. Council members on Monday night discussed a proposed regulation that would cap the percentage of rental properties in neighborhoods at 40 percent. Iowa City Housing Inspector Stan Laverman says the goal of the proposed ordinance would be to ensure balance in neighborhoods and stop a trend of turning older homes into rental properties.
