GALT — Authorities have arrested the mother of a toddler found wandering a Galt street barefooted and in pajamas last week.
The Wright County Sheriff’s Office said Tuesday that 24-year-old Ysabel Ceplecha (IS’-ah-bell SEP’-leh-kah), of Eagle Grove, has been arrested and charged with neglect or abandonment of a dependent person, a felony. Ceplecha’s 2-year-old daughter was found outside in the rain in Galt on Nov. 22.
