DAVENPORT — A Davenport man already serving prison time for a 2014 felony conviction has been charged in a 2005 sexual assault. Luther Ronald Moore Jr., 57, made his first appearance in Scott County Court on the new charges via video on Thursday. He is charged with first-degree kidnapping and second-degree sexual abuse. Police say Moore was charged after a DNA sample he was required to submit as an inmate matched DNA collected at the scene of the 2005 attack.
