Newton Police Department
• Andrew J. Smith, 30, of Newton, was charged with public intoxication 11:57 p.m. Dec. 7 in the 500 block of First Avenue East. According to the Newton Police Department, officers responded to a call in reference to an intoxicated male. Upon arrival, Newton police spoke with a concerned citizen who said an intoxicated individual, identified as Smith, had last been walking east in the 500 block of First Avenue East. The concerned citizen said they had observed Smith fall multiple times and was concerned for Smith’s well being. Officers located Smith on the ground between the parking lot of Great Western Bank and the residence to the east. Newton police made contact with Smith and detected the odor of alcohol coming from his person and observed Smith having bloodshot, watery eyes and he mumbled when he spoke. Smith said he had three shots of alcohol that night. Officers asked if Smith would provide a sample of his breath to which he refused and said he would provide a sample over the legal limit. Smith was arrested and taken to the Jasper County Jail.
