Supervisors finish fiscal year with a flourish

The last meeting of the fiscal year for the Jasper County Board of Supervisors brought a full slate of contract agreements and renewals to the agenda for approval.

Included in the mix was an agreement with Advanced Correctional Healthcare Inc. (ACH), as a provider of health services to the inmates of the Jasper County Law Enforcement Center.

Sheriff Mike Balmer said the jail is not using a healthcare provider at the current time and the new arrangement should save the county on prescription drugs for the inmates.

“It’s a benefit to the county cost-wise and benefit-wise,” Balmer said. ACH will provide a doctor on site every two weeks, and a nurse three times per week.

The supervisors approved the 3-year agreement, which will cost $3,143.65 per month.

Other agreements approved by the supervisors Tuesday include:

• An agreement for vocational and residential services with Progress Industries for FY 2010.

• An agreement for mental health and residential services with Capstone Behavioral Healthcare Inc. for FY 2010.

• A one-year renewal of the lease with Quakerdale youth shelter, and a renewal of the sublease with Area Education Agency 11 to sublease at Quakerdale to provide educational opportunities for the Quakerdale youth.

• Approved the low bid of $2,259,063.33 from Manatt’s for the hot mix asphalt project to pave Highway T-38 from the north corporate city limits of Lynnville, south to the Jasper-Mahaska county line, and on Highway T-62 from T-38 west for 1,000 feet.

• At last week’s meeting the supervisors approved the job description and pay scale for a permanent part-time maintenance worker. This week, however, there was some concern that a new pay scale was appropriate for a part-time position.

Human Resources Director Dennis Simon compiled a new job description and pay scale, more in line with the needs of the department, and based on the current full-time custodial position.

The permanent, part-time custodian position will be filled at a later date.

• Approved the hiring of Kelly Bennett in the Jasper County Attorney’s office as assistant attorney, at a pay rate of $71,359 per year, effective July 1.

• Approved the hiring of Michael Hoover as custodian in the Maintenance Department at a pay rate of $11.96 per hour, effective June 24.

• Set a public hearing date of July 7, July 14, and July 21, 9:30 a.m. as the dates and times to adopt an ordinance to establish a signalized school crosswalk on East 124th Street South.

• The Government Accounting Standards Board (GASB) is an organization that defines standards for state and local government financial reporting. According to the Code of Iowa, cities and counties must reflect the value of the post-employment benefits that they provide to retired employees in their future audited financial statements. In order to provide cities and counties help in complying with those requirements, the state has asked local governments to hire an actuarial firm to determine the value of post-employment benefits.

The supervisors approved the hiring of Alliance Benefit Group of Indiana for consulting services, at a cost of $3,000 per year, based on the number of Jasper County active and retired employees.

• Approved the following board appointments: Jean Morgan to the Aging Resources of Central Iowa advisory council, term expires June 30, 2012; Richard McKlveen and Maurice Phillips to represent the Board of Supervisors on the Compensation Board, and Dean Ward to represent the Sheriff on the Compensation Board; Max Worthington to the Department of Human Services Decategorization Board, term expires Dec. 31, 2012; Leland Smith to the Newton Benefited Fire District, new term expires June 30, 2012; Donald Osborn to the Walnut Creek Benefited Fire District, new term expires June 30, 2012; and Dwight Fisher to the West Malaka Benefited Fire District, term expires June 30, 2012.
