Newton Police Department

• Andrew J. Smith, 30, of Newton was charged with assault on persons in certain occupations, interference with official acts and simulate public intoxication at 8:12 p.m. Feb. 11 in the 200 block of East Eighth Street South. According to the Newton Police Department they responded to a call for a male attempting to start a fight. It was reported Smith may be in possession of a knife. Newton officers located Smith who kept his left hand inside his coat pocket. After multiple commands to remove his hand, Smith made statements that he would force Newton officers to hit him then approached Newton police and attempted to grab them. It was reported to officers Smith had taken some pills. While Newton police spoke with Smith, he continued speaking rapidly about nonsensical things. Smith refused the horizontal gaze nystagmus and provided a DataMaster which indicated a BAC of 0.00. It appeared Smith was under the influence of some sort of narcotic. After Smith was told he was under arrest, he refused to get into the squad car and officers had to physically walk Smith to the car. He also refused to identify himself. Smith was arrested and taken to the Jasper County Jail.

• Jason L. Ray, 41, of Newton was charged with assault at 7:38 a.m. Feb. 2 in the 1400 block of West 19th Street South. According to the Newton Police Department, officers responded to a call at Okoboji Bar and Grill in reference to a fight that occurred at closing time the night before. Ray allegedly got into a verbal argument with two males sitting at the bar. The victim stepped inbetween Ray and the two males to prevent a fight. Ray got out of his bar stool and tried to approach the two males and other individuals were holding Ray back. Some more verbal arguments occurred and Ray then started to walk towards the door to leave before running back at the two males. He took a swing, hitting the victim in the side of her head and the victim fell to the floor. The victim suffered headaches from getting hit and she said she went to the hospital and was diagnosed with a concussion. Ray was cited and released.

• Joshua J. Mcfarland, 33, of Newton was charged with possession of drug paraphernalia, providing false identification information and assault at 5:34 p.m. Feb. 15 in the 2300 block of East 19th Street North. According to the Newton Police Department, officers originally responded to a call for an assault at 7:15 p.m. Aug. 22, 2019. The victim stated Mcfarland had assaulted him by punching him in the right side of his face. Officers observed a small bruise and swelling to the victim’s right cheek. They reviewed security camera footage of the incident and saw Mcfarland approach the victim and punch him in the right side of his face. Newton police were unable to locate Mcfarland at the time. At 5:34 p.m. Feb. 15, officers initiated a traffic stop on a vehicle and recognized the passenger as Mcfarland. Officers asked for his name and he said he was Jacob Tiger and provided a birthday and social security number. Officers asked the male to step out of the car and at that time the male stated he was Mcfarland and admitted to being in possession of a methamphetamine pipe. Mcfarland was arrested on a warrant for the assault along with Jasper County warrants for probation violation on a forgery charge and failure to appear on a driving while suspended charge and taken to the Jasper County Jail.

• Kenosha M. Wims, 24, of Newton and Khadija Shallow, 29, of Newton were charged with disorderly conduct at 6:59 p.m. Feb. 16 in the 1300 block of West 16th Street South. According to the Newton Police Department, officers responded to a call to assist the public. When police arrived, they made contact with Shallow and Wims and were advised by Shallow that Wims had swung a bat at her and spit at her. Wims told officers she had a bat in her hands but did not use it but admitted to spitting at Shallow. Both Shallow and Wims were cited and released.

• Edward Johnson, 56, of Chicago, was arrested at 8:56 a.m. Feb. 15 at Love’s Travel Stop on a Jasper County warrant for dissemination of obscene material to minor and taken to the Jasper County Jail.

• Shaun P. Campbell, 34, of Newton was charged with operating while under the influence at 20:50 p.m. Feb. 16 in the 300 block of East Fifth Street North. According to the Newton Police Department, officers stopped a vehicle for expired registration. Police identified Campbell and saw he had blood shot and watery eyes and could detect the odor of an alcoholic beverage coming from Campbell. Campbell submitted to field sobriety tests and a preliminary breath test which indicated an alcohol concentration over the legal limit. He was also cited for open container, failure to provide proof of financial liability and operation without a registration card or plate. Campbell was arrested and taken to the Jasper County Jail.

• Adeng A. Back, 25, of Omaha, Neb. was charged with operating while under the influence at 2:37 a.m. Feb. 15 in the 500 block of South Third Avenue East. According to the Newton Police Department, officers initiated a traffic stop on a vehicle for no driver’s side taillight. When police approached the vehicle they noticed heavy damage to the driver’s side. When officers told Back of the reason for the stop, she stated it just happened. Officers could smell the odor of an alcoholic beverage when speaking with Back. They asked Back to exit the vehicle and saw that her eyes appeared bloodshot and watery. Officers asked Back if she would be willing to complete tests to determine her level of intoxication and she said she did not wish to take any tests. Back was taken to the police department and given a preliminary breath test that registered a blood alcohol level greater than .084. Back was taken into custody.
