At a special Baxter School Board meeting May 14, the board approved two items to move forward with the next school year. The Baxter Community School District 2019-20 Faculty Handbook and Master Contract were both passed unanimously for the next year.
The handbook will remain in force through June 30, 2024, unless a general consensus of faculty, administration and the school board agree to discuss its contents according to the board minutes. The handbook also contains a disclaimer, the Family Medical Leave Act General Notice, Equal Employment Opportunity Notice, Iowa Department of Education Teaching Standards and Criteria, Iowa Board of Educational Examiners Code of Professional Conduct and Ethics, Additional Pay/Assignments, Insurance, Evaluation Procedure and Reduction in Force of Certificated Personnel.
Also approved was the 2019-20 Master Contract which includes a 2.51 to 4.59 percent increase in salary for school staff. Like the handbook, the master contract will remain in force through June 30, 2024, with the exception of annual negotiations of base salary unless a combined willingness is present between BEA (Baxter Education Association) and board members to negotiate additional content.
According to the board meeting minutes, “While many school districts have chosen to move all permissible items under the new collective bargaining laws to a handbook, Baxter Community School District board members chose to leave the items in the master contract. This act came as a sign of trust, loyalty and respect of the teaching staff from board members.”
The master contract continues to host Grievance Procedures, Wages and Salary, Supplemental Pay, Sick Leave, Temporary Leaves of Absence, Employee Hours, and Employee Work Year.
