Newton Police Department

Kristopher R. Doepp, 38, of Newton, was arrested at 12:53 a.m. Jan. 31 at 736 S. Third Ave. E. on a Marshalltown Police Department warrant for failure to appear on an OWI charge. Doepp was taken to the Jasper County Jail.

• Michael D. Phillips, 21, of Manchester, was charged with fifth-degree theft, interference with official acts, operate vehicle without owner’s consent, possession of drug paraphernalia and possession of controlled substance — marijuana at 6 p.m. Jan. 11. The victim was cleaning an apartment room on East 12th Street North for a new tenant. The victim didn’t know Phillips, and he told her he knew the new tenant moving in. Phillips is accused of stealing the victim’s purse that was in the apartment. Later in the evening, a second victim reported Phillips had stolen her vehicle. The vehicle was located in Linn County and the stolen purse was also in the vehicle. Police located Phillips at 6:35 p.m. Jan. 31 at a residence on East 12th Street North and he was informed of his active charges. He resisted arrest and he told police he had a small bag of marijuana and marijuana pipe in his right pocket. Officers found a marijuana pipe and 1.2 grams of marijuana. He was arrested and taken to the Jasper County Jail.

• Levi A. Lear, 28, of Newton, was charged with second-degree burglary, interference with official acts, possession of controlled substance — methamphetamine and possession of drug paraphernalia at 3:58 a.m. Jan. 31. Lear is accused of kicking in the back door to a residence on North 11th Avenue East. The residence was occupied by multiple people, and he threatened to kill them. Lear was struck by a resident to prevent him from hurting others. After damaging property, he fled the scene before police arrived. Police found Lear on his bicycle, and he led them on a short pursuit. He was stopped on the north side of Cline Tool. During a search, he told police he had a loaded syringe with visible blood present, and police also found a small pouch of 1 to 2 grams of methamphetamine and a second bag was found with 3 grams of methamphetamine. Lear told police the methamphetamine was fake and was bug spray. He was arrested and taken to the Jasper County Jail.
