• Justin P. Hooper, 29, of Albion, is charged with possession of controlled substance, possession of drug paraphernalia, speeding and failure to maintain or use safety belts after authorities pulled him over at 1:17 p.m. Dec. 1 in the 1400 block of North 11th Avenue East. Officers first saw the vehicle moving at a speed of 40 miles per hour in a 25 miles per hour zone. After making the stop, officers immediately smelled the odor of marijuana coming from the vehicle. Hooper said there was a pipe in the center console of the vehicle, and there was also a container of marijuana. He was cited and released to appear.

• Lindsey B. Slycord, 36, of Baxter, is charged with driving while license under suspension and failure to maintain or use safety belts after authorities pulled her over at 3:48 p.m. Tuesday on North Second Avenue West. She was cited and released to appear.

• Alexander G. Meehan, 23, of Newton, is charged with public intoxication after authorities were called at 1:47 a.m. Wednesday to 100 N. Fourth Ave. E. Officers were called about an intoxicated man having problems with his mothers. Officers found Meehan and learned that earlier he had fallen causing facial injuries. He was taken to Skiff Medical Center and was released where he continued to yell at his mother. He had red, watery eyes, the smell of alcohol on his breath and had wide mood swings. He refused his right to a chemical test. He was taken to the Jasper County Jail.
