Willie E. Toland, 59, of Newton, was charged with consumption of alcohol, first offense, at 5:33 p.m. Sept. 12 after police were called to the 800 block of First Avenue East. Police found a man walking on the sidewalk with an open container of alcohol. Toland told police he had drank alcohol and rode his bicycle. Toland was released and issued a citation to appear in court.

• Dustin G. Schmitt, 27, of Newton, was charged with operating while under the influence at 12:05 a.m. Sept. 10 when a silver Nissan truck was reportedly stopping in the roadway in the 700 block of North Fourth Avenue East and hitting the curb. Police followed the vehicle and made a traffic stop in the 1000 block of North 11th Avenue East. Schmitt had bloodshot, watery eyes and smelled of alcohol. Schmitt failed a field sobriety test. Schmitt’s blood alcohol content was greater than 0.08. Schmitt was arrested and taken to the Jasper County Jail.

• Joe R. Hanes, 18, of Newton, was charged with third-degree burglary at 8 p.m. Sept. 12 after police were called to 120 E. Fourth St. S. in reference to a theft from a motor vehicle. Police connected the reported stolen items to two men who had been carrying those items earlier in the morning. Police located one man, Hanes, at an apartment on South 13th Avenue East. Hanes was in possession of the stolen items. Hanes was arrested and taken to the Jasper County Jail. The other man allegedly involved was a juvenile, and he was released to his mother.
