Newton Police Department
• Joseph R. Mathews, 32, of Harvey, was charged with violation of no contact order at 1:35 p.m. when Mathews was accused of violating a no contact order by calling someone using a restricted number. In one of the calls, Mathews threatened to fight for child custody unless the victim dropped the no contact order. Mathews was released and issued a citation to appear in court.
• Jose I. Talamants Amaya, 27, of Des Moines, was charged with operating while under the influence and Vicente Rubio Arriaga, 23, of West Des Moines, was charged with open container at 11:44 p.m. Aug. 14 after police received a report of a red Dodge SUV traveling all over the road eastbound on Interstate 80. The vehicle exited at the 168 mile marker and was traveling northbound in the 800 block of Iowa Speedway Drive. Police followed the vehicle and observed it cross the fog line driving on the shoulder and then stop in the middle of the roadway in the 300 block of Iowa Speedway Drive. Police made contact with the driver, Amaya, who had slurred speech and smelled of alcohol. The man told police he drank two beers that night. Two open alcoholic beverages were found on the front passenger’s side. Amaya gave a breath test of more than 0.08. Amaya and Rubio Arriaga were arrested and taken to the Jasper County Jail.
• Nicholas J. White, 36, of Newton, was charged with public intoxication at 1:15 a.m. Aug. 15 after police were called to South Seventh Avenue East and 10th Street South in reference to a man curled into fetal position. Police identified the man as White. White was unable to stand due to a previous ankle injury. White had very constricted pupils and was unable to follow the officer’s finger when told to do so. White was arrested and taken to the Jasper County Jail.
• Richard M. Bear, 25, of Des Moines, was charged with public intoxication and interference with official acts at 1:18 a.m. Aug. 13 after police were conducting a search warrant in the 400 block of South 11th Avenue West. Police saw a man, identified as Bear, have a bicycle accident at the intersection of South 11th Avenue West and West Fourth Street South. Police smelled alcohol while talking to Bear. Bear refused to give a breath sample but admitted to drinking that night. Police arrested Bear and while attempting to place him in the car, he refused to take a seat in rear of the patrol car. Police had to forcibly place Bear in the rear of the car. Bear was taken to the Jasper County Jail.
