• Richard M. Bear, 25, of Des Moines, was charged with public intoxication at 3:26 a.m. July 26 after police were called to the 1100 block of East Eighth Street North for a male yelling in the street and having something metal and shiny in his hand. Bear told police something about aliens and the metal, and he wanted the officer to take it. Bear smelled of alcohol and had slurred speech. Bear told the officer he was drunk and to take him to jail. Bear attempted a PBT test but was unable to finish it. Bear was arrested. While on the way to the jail, Bear became aggressive. Bear refused a chemical test at the Jasper County Jail.
