• Joshua R. Kaisand, 26, of Newton, was charged with fifth-degree theft and drug paraphernalia at 7:41 p.m. June 28 after police were called to Fareway in reference to shoplifting. Kaisand was accused of taking items from the store without paying and then running into the Newton Public Library. Police located Kaisand in the 200 block of North Third Avenue West. Police placed Kaisand under arrest for theft. Kaisand told police that in his back pack there was a pipe used to smoke marijuana. Police also found a plastic and metal tube with residue inside the backpack. Kaisand was arrested and taken to the Jasper County Jail.

• Kristin E. Mitchell, 45, of Newton, was charged with domestic abuse assault at 7:50 p.m. June 28 after police were called to a residence on East Seven and a half Street North. Mitchell was in a verbal argument with the victim and is accused of slapping him on the face, which caused a red mark. The victim told police Mitchell had bitten him on his arms. Mitchell was arrested and taken to the Jasper County Jail.
