• Christopher L. Cleveland, 35, address unknown, was charged with driving while license denied, driving while license under suspension, open container and leaving scene of accident at 11 a.m. June 13 after police were called to the intersection of East Fourth Street and North Fourth Avenue in reference to a head-on accident. Cleveland had fled the scene prior to police arrival. The victim driver had a small scrape on his right leg and the victim’s passenger complained of soreness to her ribs. The victims said Cleveland threw a bottle of alcohol and ran away. A bottle of Black Velvet caramel whiskey was found in the grass near his vehicle. Cleveland then ran to Skiff Medical Center where he was seen on video. Cleveland had a revoked license for non payment of fines. Cleveland was arrested at 5 p.m. July 2 at Hy-Vee on a warrant for the charges pertaining to the accident. Cleveland was taken to the Jasper County Jail.

• Sean H. Lay, 32, of Newton, was charged with domestic abuse assault, injury or mental illness at 11:38 p.m. June 24. Police were called to a residence in the 800 block of East 16th Street in reference to a domestic assault occurring in the street between a man and a woman. Both persons had left the area before police arrived. The two were found walking westbound in the 1400 block of North Sixth Avenue East. Lay said he wasn’t involved in a physical altercation, only a verbal one. The victim told police the injury below her eye was from Lay who attempted to grab her head and the cut came from one of his fingernails. The victim said the assault occurred in the street. Lay told police he had no injuries. Lay was arrested and taken to the Jasper County Jail.

• Cassie L. Blaylock, 31, of Cedar Rapids, was charged with possession of controlled substance, methamphetamine and possession of drug paraphernalia at 10:25 p.m. June 27. Police were called to the parking lot at Love’s in reference to a woman “shooting up” drugs in the parking lot. Police were told the woman had a needle in her arm and was in a black, dark brown car. The vehicle was disabled as the drivers were trying to get it fixed. Blaylock was seated in the back seat with a syringe cap and a purse. Blaylock was asked to step from the vehicle and if there was anything in her purse they needed to know about. Blaylock said no. Inside the purse were a needle and a small bag of methamphetamine. Blaylock told police she uses meth but denied shooting up that evening. Blaylock is on probation for drugs. Blaylock was arrested and taken to the Jasper County Jail.
