Jasper County Sheriff’s Office

Stephanie P. Miller, 26, of Kellogg, was charged with operating while under the influence, possession of drug paraphernalia and possession of controlled substance at 9:25 p.m. April 16 after she was pulled over in the 3300 block of First Avenue East for speeding. Law enforcement was also suspicious Miller was operating while intoxicated. Miller agreed to testing however refused to give a sample of her urine or blood. She told officials she had smoked marijuana and had taken prescription medication. Law enforcement found marijuana inside a cigarette box inside her purse. Miller was arrested and taken to the Jasper County Jail.

• Jon W. Cox, 48, of Des Moines, was charged with possession of drug paraphernalia at 4 p.m. April 16 after law enforcement pulled him over for driving without a license outside of a residence on West 124th Street South. Cox had a suspended driving status. Law enforcement located a clear glass pipe with residue in between the driver and passenger seat identified as drug paraphernalia.

• Matthew D. Rossler, 20, of Newton, was charged with possession of controlled substance and possession of drug paraphernalia at 12:47 a.m. April 16 after law enforcement stopped him for speeding in the 4500 block of Highway 14 South. Rossler told the deputy he was speeding and there was marijuana in the vehicle. The deputy found two marijuana grinders, a glass smoking pipe with burnt marijuana residue and a plastic bag with a green leafy substance under the passenger seat.

• Avery G. Schippers, 19, of Ottumwa, was charged with operating while under the influence, first offense at 6:33 p.m. April 15 after she was pulled over for speeding on Highway 163 West in Prairie City. Schippers smelled of alcohol and marijuana. Schippers told law enforcement she had smoked marijuana before leaving Des Moines. She failed a field sobriety test and had a blood alcohol content of .016. Schippers was arrested and taken to the Jasper County Jail.
