Austin B. Shepard, 19, of Newton, was charged with possession of drug paraphernalia and fifth-degree theft after police stopped him at 2:35 p.m. Wednesday in the 700 block of First Avenue East. Shepard was seen shoplifting a bottle of alcohol from Pit Stop Liquor earlier that day. Police saw an object sticking out from Shepard's sleeve. Shepard told police he took the bottle from the store. During Shepard's arrest, police found a small dark pouch in one of the pockets of his sweatshirt, the pouch had two syringes. Shepard told police he used methamphetamine. Shepard was arrested and taken to the Jasper County Jail.

• Robert E. Fults, 28, of Kellogg, was charged with controlled substance violation, possession of controlled substance, possession of drug paraphernalia and two counts of failure to affix drug stamp. Police stopped Fults at 11:39 p.m. Wednesday on First Avenue East for having a barred driver’s license. Fults showed a warrant for probation violation out of Warren County. Inside of Fults’ backpack was 1.82 ounces of marijuana, 17.9 grams of methamphetamine, scales, syringes and a marijuana pipe. Fults had two prior possession of controlled substance convictions. Fults was arrested and taken to the Jasper County Jail.

• Maukess K. Armstrong, 37, of Carlisle, was charged with driving while barred and possession of drug paraphernalia after police stopped his vehicle at 11:39 p.m. Wednesday. Armstrong showed a driver’s license status of barred. During arrest, officers found a small purple pipe used to inhale marijuana concealed on Armstrong. Armstrong said the pipe was his. He was arrested and taken to the Jasper County Jail.
