Newton Police Department

• Kyle L. Davis, 34, of Marshalltown, was charged with possession of drug paraphernalia and driving while license suspended at 11:23 p.m. Jan. 12 after police stopped his vehicle in the 100 block of East 28th Street South. The registered owner of the vehicle showed a driver’s license of revoked. Davis was placed under arrest for driving under suspension. During an inventory of the vehicle, a methamphetamine pipe was located in the interior driver side door panel. Davis was taken to the Jasper County Jail.

• Dakota R. Mindham, 22, of Newton, was cited for driving while license under suspension and failure to provide proof of financial liability at 8:28 p.m. Sunday at the intersection of East 19th Street South and North 11th Avenue East.

• Osman H. Almazan-Galvez, 41, of Newton, was cited for driving while license under suspension, failure to obey a stop sign and right of way and failure to provide proof of financial liability at 1:57 p.m. Jan. 11. Police were called to South Second Avenue West and West Third Street South in reference to an accident. Another driver was headed north on West Third Street North when they were struck in the left rear corner by Galvez. Galvez was traveling east through the intersection and failed to obey the stop sign. There was minor damage to both cars.

Jasper County Sheriff’s Office

Bo J. Smith, 26, of Newton, was charged with operating while under the influence at 1:13 a.m. Jan. 7. Smith was stopped for going 61 mph in a 55 mph zone in the 6000 block of Highway 14 South. Smith had a slow reaction and had blood shot, watery eyes and smelled of alcohol. He had slurred speech and stumbled to the patrol vehicle. Smith told the deputy he had been drinking since 9:30 p.m. Smith failed a sobriety test. He was arrested and taken to the Jasper County Jail.

• Brian R. Pieper, 34, of Des Moines, was charged with operating while under the influence at 3:42 p.m. Jan. 7 after a deputy was called to a vehicle on its top in the south ditch half a mile west of the 11900 block of South 44th Avenue West. Pieper had left the scene prior to calling law enforcement. When Pieper returned to the scene, he smelled of alcohol. The deputy asked him if he had consumed any alcohol prior to returning to the scene. Pieper said no and he had drank alcohol the night prior. Pieper failed a sobriety test. Pieper was arrested and taken to the Jasper County Jail.

• Carisa P. Miller, 36, of Newton, was charged with operating while under the influence, second offense, at 5 a.m. Jan. 8. Miller was driving in the 9800 block of Highway 6 East when the registration plate came back with a suspended driving status. The vehicle also had a broken brake light. Miller was pulled over, and she didn’t have a valid driver’s license with her, or any identification and smelled of alcohol. She told the deputy she drank five beers at a bar in Kellogg between 8 and 11 p.m. Jan. 7. Miller failed a sobriety test. Miller had a prior OWI conviction from July 15, 2015. Miller was arrested and taken to the Jasper County Jail.
