Newton Police Department

Jacob T. Lundin, 28, is charged with domestic abuse assault after an incident at 11 a.m. Sept. 15 led to a warrant for his arrest. Lundin was at a residence on East Seventh Street North when he allegedly struck a victim and covered her mouth with his hands and with a pillow. The victim had a protective order against Lundin. The victim admitted to violating the order with Lundin. Lundin was arrested Nov. 1.

• Mackenzie L. Carter, 21, of Newton, is charged with fourth-degree theft after police were called at 1:44 p.m. Nov. 2 to True Value in response to two shoplifters. Carter and another suspect reportedly ran to Carter’s vehicle, but the car wouldn’t start. The two alleged shoplifters took off on foot, and they were followed by store employees. Carter was stopped at Sned’s Cafe, the other suspect fled across the street. Carter had stolen items in her possession and in her vehicle. The total value of stolen items was $469.70.

• David S. Utterback, 18, of Newton, is charged with fifth-degree theft after an officer was called at 4:33 p.m. Nov. 3 to Hy-Vee in response to a theft. An employee reportedly saw Utterback shoplift candy. When the officer searched Utterback he found two candy bars and other candy.

• Jarin J. Stoker, 37, of Newton, is charged with driving while license revoked and possession of controlled substance and possession of drug paraphernalia after police pulled Stoker over for speeding at 8:20 p.m. Nov. 3 in the 100 block of First Street North. Stoker was pulled over at the intersection of First Street and First Avenue. Stoker’s license was revoked, and he was arrested. When an officer searched the vehicle, they found 4.6 grams of green leafy substance that tested positive for marijuana.

• Emmanuel Totay, 30, of Louisville, Ky., is charged with operating while under the influence after police pulled him over just before 4:30 a.m. Oct. 30 on Interstate 80 at mile marker 167.

• David S. Dedmond, 39, of Newton, is charged with consumption in public places after law enforcement was called at 10:21 p.m. Nov. 2 to 100 E. 5th St. N. in response to a possible domestic in progress. When police arrived, a man was standing in the street without shoes and was unstable on his feet. The man was reportedly yelling at a woman in an SUV. The man, identified as Dedmond, had been drinking. He told police he had been drinking and arguing with his wife.

Jeffrey S. Howell, 52, of Mingo, is charged with third-degree burglary and fifth-degree theft after he reportedly attempted to get into a stranger's shed and stole a bicycle. The victim captured Howell on a trail camera attempting to get into a shed at 1 a.m. Nov. 2 at a residence on West Mohawk Drive. Howell had black soot on his hands due to the building recently catching on fire. Howell told police he did try to get inside the residence, he looked through windows and he stole a bicycle that was outside of the residence.

• Jeremy J. Foster, 34, of Chelsea, is charged with driving while barred after he was pulled over for having a tail light out. Foster was driving a red 2005 Chevrolet Venture van at 7:34 p.m. Friday on Highway 6 and Johnson Street. Foster was arrested for driving while license barred.
