DUBUQUE — A Chicago-based nonprofit group wants to turn a former school into affordable apartments for disabled veterans in Dubuque.
Full Circle Communities will ask the city zoning board Thursday to approve variances to the minimum lot size and parking requirements. The downtown site is the former St. Patrick Elementary School.
