• Rick L. Donnelly, 40, is charged with fifth-degree theft after authorities were called at 6:22 a.m. July 26 to Hy-Vee Gas. Officers found that Donnelly had attempted to take a sandwich valued at $2.99 by concealing it in his shirt. He was taken to the Jasper County Jail.

• Melvin Q. Boyd, 28, of Newton, is charged with public intoxication after authorities were called at 2:09 a.m. Saturday to 405 First Ave. E. Officers were called about a fight and found two men yelling at each other. Officers found Boyd, who had bloodshot, watery eyes and smelled of alcohol. He said that he had been drinking at a bar that night. He was taken to the Jasper County Jail.

• Christopher S. Grisso, 29, of Cedar Rapids, is charged with public intoxication after authorities were called at 2:09 Saturday to 405 First Ave. E. Officers were called about a fight and found Grisso, who was on the ground. He said that he was terrified the officer was going to shoot him because of what he sees in the media. He had bloodshot, watery eyes and smelled of alcohol. He had a BAC of .276. He was taken to the Jasper County Jail.

• Memo A. Catalan, 19, of Newton, is charged with driving while barred after authorities pulled him over at 7:30 p.m. Sunday in the 2200 block of North Fourth Avenue East. He was taken to the Jasper County Jail.
