ESTHERVILLE — Voters in 13 north-central and northwest Iowa counties will decide whether to approve a $16 million bond issue to benefit Iowa Lakes Community College. Under Iowa law, the referendum requires at least 60 percent approval for passage. The bond would fund improvements on each of the college’s campuses, located in Algona, Emmetsburg, Estherville, Spencer and Spirit Lake.
