MASON CITY— A judge has ruled that a man can keep a dog at the center of a dispute with a north Iowa animal shelter. Magistrate Judge Patrick Byrne ruled Wednesday in favor of Justin Deppe, of Jewell. Deppe adopted the dog in April from Patriots for Pets Rescue and Shelter in Clear Lake. The dog was reclaimed from his ex-wife last month by shelter coordinator Deb Kern.
