OTTUMWA — A central Iowa animal shelter committed to not killing the dogs and cats in its care is raising money by raffling off a gun. The Heartland Human Society in Ottumwa is raffling off a Colt M4 carbine rifle in an effort to raise $10,000. Ottumwa resident Geri Fogle says the rifle makes her think of violence and killing — which goes counter to the mission of the no-kill shelter.
