Newton Police Department

• Jeffery B. Umbarger, 30, of Newton, is charged with operating while under the influence, carrying weapons while intoxicated, unlawful possession of prescription drug, possession of controlled substance, possession of drug paraphernalia, harassment of public official or employee and open container after authorities pulled him over in the 1800 block of South 13th Avenue East at 5:52 a.m. Sept. 13. Officers approached the vehicle and found Umbarger asleep at the wheel. The vehicle was still on and officers could see an open can of beer in the vehicle. After not responding to officers, they opened the door and put the vehicle into park. Umbarger smelled of alcohol and had watery, bloodshot eyes. While searching the vehicle officers found a handgun behind the driver’s seat, two pills he did not have a prescription for, two glass marijuana pipes and a baggie of marijuana. Umbarger originally said there were no firearms in the vehicle. He was taken to the police department where he refused to sign consent until he spoke with a lawyer, but after a reasonable amount of time he did do so. He was taken to the Jasper County Jail.

• Lindsey J. Congdon, 23, is charged with consumption/intoxication in public places after authorities were called to Park Centre at 11:52 a.m. Thursday. Officers found Congdon walking back to Park Centre. He had poor balance, restlessness, euphoria, dry mouth and bruxism. She was taken to the Jasper County Jail.
