DUBUQUE — A 19-year-old man has been accused of killing a woman in downtown Dubuque. Authorities say officers were sent to the location just before 6 a.m. Tuesday to check on a disturbance call. The woman was found outdoors with facial injuries. She died later at a hospital. Police say surveillance recordings helped lead investigators to Helmon Betwell, of Dubuque. He’s been charged with murder.
