Newton Police Department

• Marshall D. Rowe, 21, of Colfax, is charged with driving while license suspended after authorities pulled him over in the 600 block of West Third Street South at 1:32 a.m. April 26. He was taken to the Jasper County Jail.

• Frank A. Rose, 25, of Newton, is charged with operating while under the influence after authorities were called to the 100 block of First Street North at 2:37 p.m. Friday. Officers were called on a vehicle unable to stay on the road. Officers found Rose walking by his vehicle and he smelled of alcohol and admitted to drinking. His eyes were also glossy and his speech was slurred. He had a BAC of .138. He was cited and released to appear.

• Robert D. Banta, 30, of Newton, is charged with operating while under the influence after authorities pulled him over in the 1300 block of Iowa Speedway Drive at 12:20 a.m. Saturday. Officers observed a vehicle driving at high speeds that also went on the shoulder twice. While speaking with Banta, officers smelled alcohol and Banta had slurred speech and bloodshot, watery eyes. He had a BAC of .179. He was taken to the Jasper County Jail.

• Stevie L. Skow, 26, of Newton, is charged with third degree burglary after authorities were called to 818 E. 16th St. N. at 7:12 p.m. Saturday. Officers found Skow bleeding and transported her to Skiff for her injury. They spoke to the home owner who said that Skow kicked in the garage door before breaking the glass on the kitchen door with a hammer. She then entered the home and took a crate with financial information in it, claiming it was hers. The victims barricaded themselves in a bedroom. She was taken to the Jasper County Jail.

• Sarah E. Shannon, 33, of Monroe, is charged with unlawful possession of prescription drug, possession of controlled substance, possession of contraband in correction institution and domestic abuse assault after authorities were called to the 1100 block of North 10th Avenue East at 3:34 p.m. Friday. Officers were called about a fight and found the Shannon had torn off the victims shirt and pulled his beard. Witnesses said that the victim tried to get away but Shannon would not allow him to leave. After arriving at the Jasper County Jail, officers found pills that Shannon did not have a prescription for. She was taken to the Jasper County Jail.

• Martin L. Williams, 72, of Colfax, is charged with public intoxication after authorities were called to the 300 block of North 15th Avenue West at 8:40 p.m. April 28. Officers were called to a personal injury accident and found Williams, who was complaining of pain in the arm after being struck by a vehicle. Officers found he had bloodshot, water eyes and slurred speech along with smelling strongly of alcohol. He admitted to drinking during the night. He was transported to Skiff for his injury and after being released was found to have a BAC of .145. He was taken to the Jasper County Jail.

• Sarah K. Hickman, 67, of Newton, is charged with failure to obey stop or yield sign after authorities were called to the intersection of West Second Street and South Second Avenue West at 2:28 p.m. Friday. Richard Thomas was traveling through the intersection when his vehicle was hit by Hickman’s vehicle. Thomas had approximately $800 in damage and Hickman had approximately $200 in damage. She was cited and released to appear.
