Newton Police Department

• Jeremy W. Schroeder, 31, of Newton, is charged with harassment of public officers and employees after authorities were called to The Manhattan at 12:54 a.m. Friday. Officers approached Schroeder after he was seen ducking into the entryway of The Manhattan after it was closed. He did not have an ID but said that he was Jeremy Harper from Georgia. Officers let him leave but were not able to find him in a check. At 1:16 a.m. officers were called to 415 N. Fourth Ave. E. about a noise complaint and found Schroeder there. He still did not have an ID, and left to get it when he was identified, and arrested. He was taken to the Jasper County Jail.

• Arturo A. Rico, 20, of Newton, was arrested on a Marshalltown Police Department warrant for probation violation and is charged with simple misdemeanor interference with official acts after authorities were called to the 400 block of West Eighth Street South at 8:13 p.m. Saturday. Officers found that Rico had a warrant and when they attempted to arrest him he began running away. Officers were unsuccessful in locating him. Later that evening officers were told Rico was at 503 S. Eighth Ave. W. Officers located him, and he apologized for running away. He was taken to the Jasper County Jail.

• Paul A. Serrano, 24, of Newton, is charged with driving while license suspended after authorities were called to North Second Avenue East and East Seventh Street North at 7:30 p.m. Sunday. Officers received a call about road rage on Interstate 80. The driver was identified as Serrano. He was located at his residence, where he said that he was not driving recklessly. He was cited and released to appear.

• Dustin R. Tomlin, 27, of Fairfield, was arrested on a Jefferson County warrant for third-degree theft after he was pulled over at Kum and Go at 4:04 a.m. Saturday. He was taken to the Jasper County Jail.

• Jesse R. Clement, 21, of Des Moines, is charged with controlled substance violation and possession of drug paraphernalia after he was pulled over in the 6700 block of Highway 224 North at 8:30 p.m. Wednesday. Officers found marijuana and paraphernalia inside his vehicle. In total, there were more than 10 grams of marijuana found. Officers also found small empty baggies, pipes and a scale. He was taken to the Jasper County Jail.

• Grady A. Doyle Scar, 20, of Des Moines is charged with possession of drug paraphernalia and controlled substance violation after he was pulled over in the 6700 block of Highway 224 North at 8:30 p.m. Wednesday. Officers found marijuana and paraphernalia inside his vehicle. In total, there were more than 10 grams of marijuana found. Officers also found small empty baggies, pipes and a scale. He was taken to the Jasper County Jail.

• Daniel W. Brown, 30, of Des Moines is charged with public intoxication, possession of drug paraphernalia, carrying weapons and unlawful possession of prescription drug after authorities were called to Oswalt bridge at 12:28 a.m. Wednesday. Officers found Brown smelling of alcohol with bloodshot, watery eyes. He had a BAC of .172. They also found marijuana and paper commonly used for rolling marijuana. When searching him, officers found a loaded 9mm magazine and a 9mm Berretta handgun. Brown was not the owner of the handgun and did not have a permit to carry the gun. He was taken to the Jasper County Jail.
