• Duane G. Loshaw, 45, of Newton, is charged with domestic abuse assault and obstruction of emergency communications after authorities were called to 812 N. Seventh Ave. W. at 8:40 p.m. Sunday. Officers spoke with the victim who said that she had not been getting along with her husband when she went upstairs to avoid him. Loshaw allegedly went upstairs and taunted her before starting to get physical when she attempted to go downstairs. He allegedly grabbed her wrist and pinned to her the wall, taking away her phone. She was able to leave the house and call authorities. He was taken to the Jasper County Jail.

• Luis M. Lopez-Lopez, 47, of Ottumwa, was charged with public intoxication after authorities were called to South 44th Avenue East and Highway T-22 at 11:46 p.m. Saturday. Officers found Lopez-Lopez standing by his vehicle in the ditch. He smelled strongly of alcohol and cans of beer where found in the vehicle. He had a BAC of .175. He was taken to the Jasper County Jail.
• Sherri S. Smith, 46, of Newton, is charged with second-degree theft after authorities were called to 308 Second St. at 5 p.m. Jan. 12. Lloyd Hannagan reported his black 1990 Dodge truck was stolen. Officers found the truck with Smith, who had belongings in it. She said that she was just borrowing it as she is an acquaintance of Hannagan. She was taken to the Jasper County Jail.
