• Andrew J. Blumer, 21, of Kellogg, is charged with driving while license suspended after being stopped in the 400 block of East 17th Street North at 1:04 a.m. Friday. Officers pulled him over for speeding. He was given a warning for speeding, cited and released to appear.

• Jacob H. Elgersma, 30, of Sanborn, is charged with operating while under the influence after authorities pulled him over in the 2000 block of First Avenue East at 1:32 a.m. Thursday. Officers observed him pulling out of Wal-Mart, making a very wide turn and crossing the center line several times. After pulling him over, officers smelled alcohol on him and noted bloodshot, watery eyes and large pupils. Elgersma admitted to drinking earlier in the night. He was taken to the Jasper County Jail.

• Terry J. McDaniel, 50, of Newton, is charged with domestic abuse assault after authorities were called to 200 S. 15th Ave. W. at 11:23 p.m. Oct. 10. Officers spoke with the victim who said that McDaniel grabbed her by the neck, choked her and slammed her head into a wall. She had a red mark on her neck. McDaniel admitted to shoving her against the wall but denied choking her. He was taken to the Jasper County Jail.

• Laura K. Hinshaw, 32, of Newton, is charged with possession of drug paraphernalia after authorities were called to 601 S. Third Ave. E. #3 at 4:49 p.m. Thursday. Officers spoke with Hinshaw who said that she did not take any medication. When proving it was in the trash, officers found a bong in the trash can. She admitted that she used it to smoke meth. She was cited and released to appear.

• Duke I. Carter, 49, of Melrose, is charged with driving while license suspended after authorities pulled him over on the I-80 on-ramp at 5:15 a.m. Wednesday. He was pulled over for speeding and found to have a suspended license. He was taken to the Jasper County Jail.
