• Churie M. Congdon, 25, of Newton was charged with driving while license suspended after authorities stopped a suspicious vehicle at 9:37 p.m. Monday in the 2100 block of First Avenue East. The driver was identified as Congdon, and authorities determined her license had been suspended. She was released to appear in court.
• Devin M. Hoksbergen, 23, of Newton was charged with fifth-degree criminal mischief after authorities responded to a complaint at 6:20 p.m. Oct. 19 in the 700 block of First Avenue East. Hoksbergen was charged for allegedly throwing a rock at the victim’s vehicle, causing a small chip and an estimated $200 damage. He was released to appear in court. Hoksbergen then was charged with serious domestic abuse assault and violation of a protective order on Oct. 22 after authorities responded to a complaint at 8:30 a.m. at 415 S. Second Ave. E. in Newton. Hoksbergen allegedly got into a vehicle with a women who has a protective order against him and assaulted her. He was taken to the Jasper County Jail.
• Amy S. Johnson, 30, of Newton was charged with driving while license suspended after authorities stopped her vehicle at 11:31 p.m. Sunday in the 300 block of Iowa Speedway Drive after recognizing her as driving with a suspended license. She was released to appear in court.
• Kurtiss P. Landrum, 46, of Newton was charged with possession of drug paraphernalia after authorities stopped him at 11:07 p.m. Oct. 22 in the 200 block of North Second Avenue West for not having license plates. Landrum consented to a search and was found in possession of a black glass pipe with some residue in it. He was taken to the Jasper County Jail.
• Alberta F. Long, 85, of Baxter was cited with failure to maintain control after authorities responded to a two-vehicle accident at 2:10 p.m. Thursday at First Avenue East and East Third Street in Newton. Long was traveling west when her vehicle stuck the rear of a vehicle driven by 52-year-old Newton resident Tim A. Masterson, who was stopped at a stop light. Long was transported by friends to receive medical assistance. Her vehicle sustained an estimated $2,000 damage. Masterson’s vehicle, owned by the Newton Community School District, was not damaged.
• Paul L.D. Pirtle III, 20, of Newton was charged with fifth-degree theft and Connor A. Hayden, 19, of Ottumwa with joint criminal conduct after authorities responded to a shoplifting complaint at 6 p.m. Oct. 22 of Walmart. Pirtle was charged for allegedly taking two items with a total value of $19.20, and Hayden was charged for acting with Pirtle in the theft. Both were released to appear in court.
• Joseph K. Reusswig, 36, of Newton was charged with simple domestic assault after authorities responded to a complaint Thursday morning at 930 E. Eighth St. S. in Newton. The victim reported Reusswig was drunk and became violent. Reusswig admitted to drinking in violation of probation but refused chemical testing. The victim requested a protective order, and Reusswig was taken to the Jasper County Jail.
• Yvette Villarreal, 25, of Marshalltown was charged with driving while license barred after authorities stopped her at 7:38 p.m. Thursday in the 400 block of East Seventh Street North for having almost unreadable license plates. She was found to be driving without a valid license and taken to the Jasper County Jail.
Jasper County Sheriff’s Office
• Martin E. Halbur, 21, of Indianola was arrested on a warrant after authorities stopped him at 3:08 a.m. Oct. 19 in the 2300 block of First Avenue West. He also was cited for no insurance and was taken to the Jasper County Jail.
• Jason A. Scull, 20, of Lynnville was summoned and cited at 1:10 a.m. Oct. 19 for a .02 violation.
• Joshua W. Wood, 17, of Indianola was charged with driving while license suspended and cited for no insurance after authorities stopped him at 2:01 a.m. Oct. 19 at First Avenue West and Highway 14.
A criminal charge is merely an accusation, and the defendant is presumed innocent until and unless proven guilty. It is the policy of the Newton Daily News to release the names of individuals charged with a crime who are 16 and older.
