• Michael J. Payne, 40, of Newton was charged with public intoxication after officers were dispatched at 6:49 p.m. Monday to 702 E. 14th St. N. on report of a male who had passed out in a yard. The officer found Payne passed out in a yard with his feet hanging out in the street. He had a strong odor of alcohol on his breath. At the jail, he was offered a chemical test and waived it. He was placed in jail.

• Jordan J. Troen, 22, of Newton was charged with possession of a controlled substance after officers were dispatched at 12:56 a.m. Tuesday to 1200 S. 12th Ave. E. on a report of a wanted individual. While arresting Ross R. Wadzinski, 26, of Newton on a Jasper County warrant for probation violation, Wadzinski asked Troen to stay on the scene until his warrant was confirmed. An officer then saw a black box three feet away from Troen, who denied ever seeing it. Wadzinski told officers that the pills belonged to Troen and that he planned to use them to celebrate his birthday. They were both placed in jail.

• Gabe D. Vannevel, 36, of Poweshiek County was charged with possession of drug paraphernalia and possession of marijuana after officers were dispatched at  5:40 p.m. Friday to 1915 E. Fifth St. S. on report of a burglary alarm. Vannevel was at a wastewater treatment plant and had permission to be there since he was working for a company that was working at the plant. Officers saw a glass pipe and later discovered a green leafy substance. He was released to appear in court.

• Robert C. Caldwell, 24, of Urbandale was charged with drug possession, possession of drug paraphernalia and driving with an open container after a deputy performed a routine traffic stop at 12:08 p.m. Saturday on Interstate 80 at the 166 mile marker. A deputy was heading westbound at the 166 mile marker when he observed a left tail light out on Caldwell’s vehicle and also observed the vehicle moving in and out of its lane. The deputy detected an odor of marijuana and saw Caldwell had bloodshot eyes. He was taken to jail.

• Zachary A. Cupples, 18, and Alex N. Jenkins, 18, both of Newton, were charged with consumption of alcohol by minors after deputies were dispatched at 8:02 p.m. Tuesday to 3600 block West 66th Street South on report of a vehicle driving on a private farm lane. They were charged along with McCormick. They were placed in jail.

• Tabitha L. Fisher, 20, of Newton was charged with operating a vehicle while intoxicated after deputies were dispatched at 1:17 a.m. Sunday to the 5800 block of F36 West on report of an accident. Fisher crashed her vehicle, causing it to roll several times. A datamaster test indicated a BAC of .137. She has a prior OWI conviction from 2012. She was placed in jail.

• Ashley M. McCormick, 19, of Newton was charged with operating a vehicle while intoxicated, possession of drug paraphernalia and possession of marijuana after deputies were dispatched at 8:02 p.m. Tuesday to 3600 block West 66th Street South on report of a vehicle driving on a private farm lane. She smelled strongly of an alcoholic beverage and admitted to drinking four beers. McCormick vomited in the patrol car and passed out in the car. A datamaster indicated a BAC of .061. She was searched after her arrest, and a green leafy substance and two glass smoking pipes were found on her person. She admitted that the substance was marijuana and belonged to her. She was placed in jail.

• Bili R. A. McMahon, 37, of Mitchellville was charged with assault by domestic abuse and child endangerment causing bodily injury after deputies were dispatched at 9:30 p.m. Tuesday to 3632 W. 140th St. N. in Mitchellville on report of an assault. McMahon was charged for allegedly assaulting a woman and a boy, causing injuries. He was placed in jail.

A criminal charge is merely an accusation, and the defendant is presumed innocent until and unless proven guilty. It is the policy of the Newton Daily News to release the names of individuals charged with a crime who are 16 and older.
