Newton Police Department

• Christal D. Andrade, 33, of Newton was charged with possession of marijuana and possession of drug paraphernalia after authorities were dispatched at 1 p.m. Thursday to assist the Department of Human Services at 707 N. Second Ave. E. According to court records, DHS received a complaint of Andrade smoking marijuana at the home with her children present. She was charged for allegedly having .8 of a gram of marijuana and a metal pipe in her possession. She was released to appear in court.

• Jourdan Flake, 16, of Newton and a 15-year-old Newton female each were charged with disorderly conduct after an officer responded to a report of a fight in a hallway at 9:10 a.m. May 23 at Newton Senior High School. The girls were charged for allegedly engaging in a physical fight following an argument and referred to juvenile court services.

• Celia A. Phillips, 72, of Newton was cited with failure to maintain control after backing out of a driveway at 4:20 p.m. May 24 in the 500 block of South Fourth Avenue West and striking a parked vehicle owned by Sueann P. Foster, 53, of Newton. Phillips left the scene and was located later and cited. Phillips indicated she did not know she hit the other vehicle. Damage was estimated at $50 to Phillips’ vehicle and $1,000 to Foster’s vehicle.

A criminal charge is merely an accusation, and the defendant is presumed innocent until and unless proven guilty. It is the policy of the Newton Daily News to release the names of individuals charged with a crime who are 16 and older.
