Newton Police Department

• Steven C. McKinstry, 67, of Newton was charged with operating while intoxicated after authorities responded to a report at 11:48 p.m. March 18 of a PT Cruiser on the railroad tracks in the 200 block of North Eighth Avenue East and the driver outside of the vehicle. According to court documents, McKinstry appeared to be intoxicated and having medical issues. He was transported to Skiff Medical Center. After test results indicated a blood alcohol content level of .181, McKinstry was charged Wednesday with OWI and released to appear in court.

• Kerry J. Quick, 20, of Newton was arrested at 10:25 a.m. Wednesday at the Jasper County Adult Probation Office on a warrant for probation violation on drug charges. Quick was taken to the Jasper County Jail.

Jasper County Sheriff’s Office

• Benjamin L. Benson, 49, of Kellogg was charged with driving while license suspended after authorities initiated a traffic stop at 6:13 p.m. Sunday in the 5500 block of Liberty Avenue and determined his license had been suspended. He was taken to the Jasper County Jail.

• Richard K. McCabe, 33, of Des Moines was served a warrant at 9:36 p.m. Monday at the Jasper County Jail for failure to appear in court on an original charge of driving while license suspended. McCabe was being held in jail on other charges.

A criminal charge is merely an accusation, and the defendant is presumed innocent until and unless proven guilty. It is the policy of the Newton Daily News to release the names of individuals charged with a crime who are 16 and older.
