Newton Police Department
• Joshua B. Arcelo, 30, of Marshalltown was arrested at 3:50 p.m. Saturday at the EconoLodge on an outstanding Marshall County warrant for probation violation for a marijuana conviction. He told employees he wanted to turn himself in, and they notified police. He was transferred to Laurel, where he was picked up by Marshall County officials.
• Richard A. Good, 34, of Newton was charged with fifth-degree theft, possession of drug paraphernalia and possession of methamphetamine after police where dispatched to Kum & Go at 10:25 p.m. Saturday in reference to a theft. Police located Good in an alley behind Maid-Rite. While searching him, police found a pipe and methamphetamine and $7.74 worth of items allegedly taken from Kum & Go. He was released to appear.
• Damian V. Holt, 20, of Newton was charged with fifth-degree theft after police were dispatched to Walmart at 3:13 p.m. Saturday. He allegedly stole $16.42 worth of headphones and candy. He was released to appear.
• Melinda A. Howell, 40, of Kellogg was cited for driving while license suspended after police stopped her for driving erratically in the 2800 block of First Avenue East at 10:52 p.m. Friday. She was released to appear.
• Heather D. Jackson, 19, was cited for disorderly conduct after police were called to 315 E. 15th St. N. on a report of loud music at 2:41 a.m. Monday. Police had issued her a warning for the loud music at 1:38 a.m. Sunday. She was released to appear.
• Luke R. Ledger, 27, of Newton was charged with aggravated domestic assault after authorities were dispatched to 503 N. Third Ave. E. #3 around 3:30 a.m. Saturday. A female victim told police Ledger had punched her in the back of the head. He was taken to the Jasper County Jail.
• Matthew S. Walton, 22, of Indianola was cited for speeding after authorities investigated a report of a vehicle stuck in a ditch in the 3100 block of North 19th Avenue East at 5:42 a.m March 2. According to police, he was traveling eastbound on N. 19th Ave. at 86 mph and drove into a ditch, causing him injury. Walton was transported to Skiff Medical Center, where they discovered a pipe on him. Following the investigation, police cited him for speeding and charged him with possession of drug paraphernalia. Walton’s vehicle damage was estimated at $8,000. He was released to appear.
Jasper County Sheriff’s Office
• Ryan P. Kingsbury, 20, of Altoona was arrested in Altoona on a Jasper County warrant for failure to appear for a compliance hearing. Jasper County authorities took him into custody at 3:50 p.m. Saturday in Altoona and brought him to the Jasper County Jail.
• William H. Luing, 39, of Baxter was charged with operating while intoxicated after police pulled him over at the intersection of Southwest Street and West Rippey for a broken license plate light. Officers noticed an odor of alcohol. Luing’s blood alcohol content was .118 percent. He was taken to the Jasper County Jail.
A criminal charge is merely an accusation, and the defendant is presumed innocent until and unless proven guilty. It is the policy of the Newton Daily News to release the names of individuals charged with a crime who are 16 and older.
