• Carrie E. Ares, 27, of Marion was charged with driving while license suspended after authorities stopped her at 10:22 p.m. Saturday in the 100 block of First Avenue West for a headlight violation. Authorities determined her license was suspended, and she also was given a warning for the headlights. She released to appear in court.

• Felisha R. Cannon, 36, of Newton was charged with four counts of forgery following an investigation of thefts from residents of Nelson Manor. Cannon, who was employed at Nelson Manor, was charged for allegedly forging two checks, one for $450 and another for $120, from one victim in November and for allegedly forging two more checks, one for $500 and another for $200, in October. She was charged Feb. 4 at the Newton Police Department and released to appear in court.

• Edwin R. Dobbs, 22, of Newton was arrested at 12:26 p.m. Saturday after turning himself in at the Newton Police Department on an outstanding warrant for probation violation in connection with a theft conviction. He was transported to the Jasper County Jail.

• Austin H. Farver, 25, of Newton was charged with possession of marijuana, possession of drug paraphernalia and driving while license revoked after authorities stopped him at 1:49 a.m. Thursday in the 1000 block of First Street North for having expired license plates. Authorities determined his license had been revoked, and Farver allegedly had marijuana in a bag. He also was cited with registration violation and was released to appear in court.

• Ian D. McCandless, 19, of Newton was charged with driving while license suspended after authorities stopped him at 10:50 a.m. Feb. 4 in the 1400 block of First Avenue West. Authorities stopped McCandless because his vehicle matched the description of a vehicle connected with a fuel theft in Colfax. He was not charged in connection with the theft, but authorities determined he license was suspended. He was charged and released to appear in court.

• Sharry R. Roush, 46, of Newton was charged with operating while intoxicated and possession of marijuana after authorities responded to a complaint of a possibly intoxicated female at Kum & Go at 2:21 a.m. Saturday. Roush failed sobriety maneuvers registered a .0 blood alcohol content. Authorities found a bag of marijuana in her purse, and she was charged for allegedly being under the influence of narcotics before being released to appear in court.

• Dustin E. Schmidt, 22, of Newton was arrested on a warrant for probation violation stemming from a drug charge after authorities located him at 7:07 p.m. Thursday at his residence at 1209 W. Seventh St. S. He was transported to the Jasper County Jail.

• Jacob W. Shepard, 23, of Newton was charged with operating while intoxicated after authorities stopped him at 12:25 a.m. Thursday in the 100 block of West Fourth Street South for not having tail lights. Shepard smelled of alcohol, failed sobriety maneuvers and had a blood alcohol content of .109. He was charged with OWI, given a warning for the equipment violation and released.

• Dylan E. Slycord, 31, of Newton was charged with operating while intoxicated after authorities stopped him at 3:20 a.m. Saturday in the 700 block of Highway 14 South while investigating a theft report from Perkins. Slycord failed sobriety maneuvers and had a blood alcohol content of .038, below the legal limit. He was charged with OWI and released to appear in court. He was not charged in connection with the theft.

• Jason M. Winchell, 43, of Newton was charged with domestic assault after authorities responded to a domestic disturbance at 11:25 a.m. Saturday at 310 E. Fourth St. N. #3. Winchell was charged for allegedly holding a female down during the altercation. He was charged and transported to the Jasper County Jail.

• Daniel L. Woldsilasie, 39, of Newton was charged with driving while license suspended after authorities stopped him at 11:20 p.m. Saturday in the 500 block of First Avenue East for a headlight violation. Authorities determined his license was suspended, and he also was given a warning for the inoperable lights and taken to the Jasper County Jail.

• A 12-year-old Newton boy was charged with serious assault after authorities responded to an incident at noon Feb. 5 at Woodrow Wilson Elementary School. The boy was charged for allegedly throwing a chair at a 24-year-old man, hitting his knee and causing pain. The case was referred to juvenile court services.

A criminal charge is merely an accusation, and the defendant is presumed innocent until and unless proven guilty. It is the policy of the Newton Daily News to release the names of individuals charged with a crime who are 16 and older.
