Tyler M. Weltha, 18, of Newton was charged with possession of drug paraphernalia and possession of marijuana after authorities were called to investigate a parked vehicle on a bridge at 10:19 p.m. Wednesday in the 4400 block of East 76th Street North in Kellogg. Officers discovered Weltha, and he admitted to smoking marijuana. Police also discovered a pipe and red grinder with green leaves in the vehicle. He was arrested and taken to jail.

• Jenna L. Lawson, 20, of Newton was charged with domestic assault after authorities were called to investigate a report of a domestic situation at 1:05 p.m. Wednesday at 501 E. 14th St. N. Lawson allegedly bit a male victim in the back, leaving a bite mark. She was arrested and taken to the jail.

• Victor D. Walton, 48, of Newton was cited for operating a vehicle without registration and charged with driving while license suspended at 4:55 a.m. Thursday at 100 N. 19th Ave. E. Police originally pulled Walton over for expired license plate tags. They discovered that his license was suspended from a parole violation. He was released to appear.

A criminal charge is merely an accusation, and the defendant is presumed innocent until and unless proven guilty. It is the policy of the Newton Daily News to release the names of individuals charged with a crime who are 15 and older.
