• Devin O. Harsh, 16, of Newton was charged Nov. 5 with operating without owner’s consent in connection with an incident at 12:40 a.m. Oct. 3, when an individual reported a missing vehicle in the 1400 block of North 11th Avenue East. The vehicle was located in Grinnell, and Harsh was found inside the vehicle. He was charged and referred to juvenile court services.

• Cydney I. Hillyard, 15, of Newton was charged with possession of alcohol while underage at 9:20 a.m. Tuesday at Newton Senior High School after the vice principal reported to authorities that she had been found with a metal water bottle containing red Kool-Aid and vodka. She was referred to juvenile court services.

• Josh M. Hilsenbeck, 25, of Newton was charged Tuesday with third-degree theft in connection with an incident reported at 5:49 p.m. Oct. 10. in Newton. Hilsenbeck was charged for allegedly entering a residence in the 1400 block of North 11th Avenue East in Newton and stealing a camera. He was transported to the Jasper County Jail.

• Kasie S. Lamb, 30, of Newton was arrested at 10:27 a.m. Nov. 5 for probation violation on an original charge of third-degree burglary after authorities located her at residence at 815 E. Seventh St. N. in Newton. She was transported to the Jasper County Jail.

• Jacob R. Modlin, 16, of Newton was charged with driving while license suspended and cited with speeding after authorities stopped him at 9:03 p.m. Nov. 5 in the 100 block of East 28th Street South for speeding. He was released to appear in court at a later date.

• Zachariah P.L. Pollock, 17, of Newton was charged with driving while license suspended after authorities stopped him at 12:15 a.m. Nov. 1 in the 400 block of West Eighth Street North for not having license plates. He was found to have a suspended license, charged and released to appear in court at a later date.

• Phone T. Quang, 33, of Newton was charged with driving while license suspended after authorities responded to a report of a disturbance at 2:40 a.m. Nov. 3 at 1017 N. Sixth Ave. E. Officers observed Quang exiting the driver’s side of a vehicle and, after identifying her, determined her license had been suspended. She was charged and released to appear in court at a later date.

• Jeffrey L. Stewart, 29, of Newton was arrested at 5:25 p.m. Wednesday at 1738 W. Fourth St. N. on warrants for flight to avoid enter and escape. His original charge was operating while intoxicated (third offense). He was transported to the Jasper County Jail.

• Richard L. VanderPutte, 35, of Newton was arrested at 6:54 p.m. Monday at 303 E. 16th St. N. for probation violation on an original charge of operating while intoxicated (second offense). He was taken to the Jasper County Jail.

• Sharon K. Woods, 42, of Newton was arrested at 8:41 p.m. Wednesday at 719 First St. S. for failure to appear in court on an original charge of driving while license suspended. She was transported to the Jasper County Jail.

A criminal charge is merely an accusation, and the defendant is presumed innocent until and unless proven guilty. It is the policy of the Newton Daily News to release the names of individuals charged with a crime who are 15 and older.
