• Kevin C. Horstman, 38, of Newton was arrested and charged with public intoxication (third offense) at 3:41 a.m. Sunday after a resident at 505 First St. S. apt. 11 reported that Horstman was knocking on their door. According to a police report, officers located Horstman near the residence and observed that he smelled of alcohol, had slurred speech and his eyes were bloodshot and watery. Police said Horstman failed field sobriety testing, and a preliminary breath test indicated his blood alcohol content to be .239. Online court records show Horstman had a prior public intoxication conviction on Aug. 5, 2000. He was taken to the Jasper County Jail.
