• Two Kellogg residents currently staying in Newton have been charged with drug possession and child endangerment Monday after an April 9 investigation found marijuana and paraphernalia in the apartment where the two live with their 14-month-old son. The Newton Police Department reported Tuesday that 21-year-olds Thomas D. Steele II and Desire D. Phillips were found with marijuana, a smoking pipe and bong containing drug residue, gram scales and rolling papers when officers searched apartment 306 at 315 First St. S. Police said they were called to the residence by neighbors who observed the smell of marijuana, and officers also reported the odor upon arrival. Both subjects also were charged with possession of drug paraphernalia. A NPD spokesperson said that the Department of Health and Human Services was called to the residence, but information regarding the custody of the child is not being released at this time. Steele and Phillips were both released to appear in court.
