• Brett C. Jacobs, 27, of Newton was cited for reckless driving after his vehicle struck an unattended vehicle owned by Timothy J. Cottrell of Newton at 2:02 a.m. Sunday in the 300 block of West 12th Street South. Jacobs left the scene, but turned himself in to Newton police later that day. He was released to appear.

• Richard D. Palmer, 26, of Newton was charged with driving with a suspended license after he was stopped for speeding in the 1400 block of South 12th Avenue West at 2:12 p.m. Monday. Palmer also was cited for speeding and no proof of insurance. He was released to appear.

• James M. Pietz, 22, of Newton was charged Sunday with public intoxication, criminal mischief and trespassing after police received a complaint of an individual knocking on doors and causing damage at 1309 W. 12th St. S. in Newton. Pietz tested a blood alcohol level of .174. Damage to the doors was estimated at $600. He was taken to the Jasper County Jail.

• Dennis U. Rice, 35, of Newton, was arrested Saturday at 207 S. 15th Ave. W., for domestic assault that allegedly occurred on Friday. A female victim came to Skiff Medical Center and accused Rice of kicking her in the head. Rice was charged with domestic assault simple, and taken to the Jasper County Jail.

A criminal charge is merely an accusation, and the defendant is presumed innocent until and unless proven guilty. It is the policy of the Newton Daily News to release the names of individuals charged with a crime who are 15 and older.
