A 19-year-old man from Newton has been charged with third-degree sexual abuse of a 14-year-old girl.

The Jasper County Sheriff’s Office finished its report last week after charging Clinton D. Lewis, 19, on Aug. 26. The report states Lewis and the girl had sex on July 31 in an area called Lot 14, which is off of Highway F48 heading west out of Newton. Lewis said the sex was consensual, while the girl said she was raped. The report does not say how the two parties knew one another.

The Sheriff’s office said the alleged victim filed a complaint on Aug. 15. Lewis was charged 11 days later and released to appear in court.

According to Iowa law, third-degree sexual abuse is a Class C Felony, and the charge can cover multiple different sexual acts. One of the requirements to file such a charge would be if the people involved in a sex act are not married, one of these people is 14 years old and another person is more than four years older.
